is the new tire on the back and is it the same exact size? if you have different sizes it tricks the computer into thinking the wheel is spinning and cuts your throttle, that's what the triangle light on the dash is, seems odd that it only does it at certain speeds

hmmm, yeah... the ultimate snow blizzard up in the north east coast. bummer, i'm enjoying the sunny days and the rain that comes and goes here in SoCal ... it looks so harsh out there.
anyway, are good of tires do you have in the rears? and have you tride to use the higher gears like 2nd to start off?
or how about using chains?

I suspect the ABS is getting mixed signals from the new front tire. If it is a different size than the other 3, the ABS sees one wheel spinning at a different ratio, and tries to compensate by engaging, thereby slowing the acceleration and overall speed. The faster you go, the greater the variance in overall wheel diameter, and the more the ABS tries to compesate.

Depends on which year his car is and if it has ASC, the ABS is only involved in this type of problem if the car has the ACS throttle body.

Also I've seen snow knock the sensors on some cars around and mess them up.

Tire size is more than likely your issue, my suggestion is that you get a used tire 205/50/R15 and replace the odd size tire in the front. Make sure to always have the same tire size per axle, in this case your front axle is off and that triggers the ASC (which is suppose to to do that). Good luck and let us know if that fixes your issue.

I agree with wolferj 100% this is your issue. After seeing your tire size it is confirmed this is the issue.
