Default 97 sporadic starting issues

Back in January I bought my daughter a 97 318ti. Started having starting issues after she drove in snow. Temperature doesn't matter. I would be able to go out and start it with no issues one day, later that evening wouldn't start. I would have to give it gas and after a few minutes it would fire. This has been going on since January. Last Thursday and Friday I started it 40 times with no issues. Sunday would not start at all. Sounds like the engine has a misfire. So far I replaced fuel pump, fuel filter, cam sensor, air idle valve, spark plugs. There is 45lbs of pressure at the fuel rail. Took valve cover off today. The timing marks line up where they are suppose to. What am I missing?
