If I'm not mistaken, the ring around our ignition switch functions as an antenna for the vehicle's EWS system. It retrieves a code from the chip in your key, sends it to the EWS module under the dash, which in turn crosschecks with the ECU. In other words, I wouldn't mess with it. My suggestion, if you have an issue with being able to see the ignition switch, is to wire up an LED light somewhere near it. You could probably tap into the dome light or clock for power. My 1991 Ford Escort had a little green light above the igniton switch. I second cooljess's suggestion on a custom LED set-up.
