Default Auto trans surge when @ stop

I've just acquired an 98 automatic with about 145,000 on it. Was wondering if anyone with Auto trans has experienced a surging at stop and if this is normal for the ti or is it a problem?
It also seems to spend too much time in 2nd gear before downshifting to 1st when slowing down. I've owned a 530 auto which didn't seem to exhibit this issue, but come to think about it; it weighed twice as much.
