car won't start

Hi

i have a 98 ti with a manual transmission and 100k miles.

i put the key in and everything seems fine, all of the accessories work, once i try to start the car it just dies (all displays go black) and the the thing that makes the "bing bing" noise when the key is in the ignition makes a high pitched whine that slowly fades out.

i've checked the fuses (they all look ok) and replaced the battery.

i've gotten it to start once by jump starting it (i have not tried a jump since)

prior to this happening i replaced the spark plug wires and drove the car about 100 miles

any help is greatly appreciated

to get the car back to a "normal" state where i can try to start it again, i either have to wait a few minutes or disconnect and re-connect the battery
