To start you should probably lightly sand your wheels to get out any rough spots and to make it easier for the paint to stick. You don't have to go to the bare metal, just a nice going over. Then you may or may not want to prime them. After that just put on several light coats with about 15 minutes between them. That will allow the paint to dry and help you avoid crackling. After you are satisfied with the coverage let them sit overnight and apply a few coats of clear the next day.
