Default OBD2 port problem

I'm having trouble with the OBD2 port under the dash. It is not allowing a data connection.

Here's what I know-

The 20 pin BMW connector under the dash works fine. A Peake code reader is able to access and reset any OBD2 related data. Also, a BMW 20 pin to OBD2 converter cord works fine, and it allows a standard OBD2 reader tool to access the engine control unit normally.

However due to federal emissions law, the minions at the inspection center are not allowed to hook up their machine to my converter cable under the hood. They insist that it can only be done by using the connector port under the dash.

So it would seem that there is a faulty connection in the under dash connector port? Anyone have any guidance on how to troubleshoot this? Is there a practical way to replace the connector port?

Tour car don't have the connetor under the dash I think it's only in 1996 and newer 318 ti.
I have a 1997 and it have only the 20 pin under hood because it's Euro.

You can make a extension from the hood to under the dash.
