Awhile back it was a fuse for me too.
Removing the clusters are similar. I found the E36 a little easier to remove than my E30.
Also removing the steering wheel really helps but you can get the cluster out without removing the wheel.

The plastic connectors can become very brittle.

Had the same problem, found this thread, and found I had a blown fuse #46. Thanks for sharing everyone
