Default Torque lagging around 4k RPMS?

OK so I had a short ram intake in my 318i. I figured I was sucking up hot air so i rigged a cold air intake where my filter sits right under my headlight. When I drive and try to speed up faster the needle gets to around 4k and it feels as if the car hesitates and shows to be slow moving towards 65mph from 60mph.

Any insight or ideas or something I missed. Thanks
