Default Problem with starter..Wont crank?

iv just done an engine conversion to my Ti its 96 and the engine is a 96 328 motor..(which has ewsII) basically my car wont crank , not even click the solenoid.. i jumped the two wires (1 and 3) going to the ews unit so that there should be a direct current from the ignition to the starter.. the starter is fine because when i short it out with a screwdrive and a bit of wire it engages so theres a problem with the starting circuit? or similar. could be the ews im not sure but i eliminated that part for the starter i think or is there a signal required from the ecu aswell as the ignition feed? what is the small green/black wire for on the starter? i know the black/yellow is from ignition..
does anyone know what it could be?

could my relay be gone? which one is for the starter? i heard you can test the starter through the diagnostic port on pin 11 but theres nothing there on pin 11?... would twisting the two wires from the ews unit be enough to bypass it just for the starter side ? i know ews stops the injection and fuel etc.. so they obviously wouldnt be affeted ..anyone ? im pretty confused iv tried lots of diff things.. also the buzzy thing coming from the manifold stays on even when ingnition is off , it comes on when i short the starter

right i have just confirmed my ews works, i shorted the black/green wire to the black terminal and the starter clicked but didnt turn over , i tested this with my 318ti starter and it did the same.. so when i turn the key the starter clicks... but why the hell does it not click when i remove that shorted wire? whats the green/black wire do?
