Default Jack pad rust repair

I'm finally starting my rust repair/prevention project on my 318ti. There are small spots that need to be touched up and the worst are at the jack pads. The products I will be using:

Eastwood Rust Converter
Eastwood Internal Frame Coating
Eastood Rust Encapsulator

I will need to buy some type of undercoating to spray over the Rust Encapsulator as a final protection barrier. The Internal Frame Coating is going into the rockers. Access is easy from the interior of the car, door sill plates, jack pads, and behind the front fender liners.

Now one last question regarding jack pads. Should I RTV silicone the perimeter of the pads before shoving them into the rocker panels?
I can't decide as the worst pad was on the front where there was still a jack pad. It isn't really a water drainage area, so it wouldn't hurt to RTV silicone them up, right?

I'll answer my own question then. I didn't silicone them up. On a UK site, the guys drilled holes in their jack pads to allow water to drain out. I decided to do this instead of permanently mounting the pads onto the car.
