Default Deadbeat box

I was unable to get a tow truck to drag my new 95 318ti home today. I am getting from a lot that repo'd it. I ordered a key for the guy and it still wouldn't start. I offered him $1500 unseen. The body and seats are perfect. Motor looks good.

I went to see the car this evening and noticed some jenky stuff. The door panel is off and the door harness appears to have been ripped out. No big deal. Then I noticed something new to me. The knee bolster was removed, revealing a deadbeat box. U tote the note lots use these little jewels to remotlely " Kill" the car if the owner falls behind on payments.
I have to remove this POS. Has anyone removed one of these things? Know how it works? It looks like a real PITA. Anyone have any advice?
