Whatever you use to remove the paint, make sure it is safe for aluminum! On the other hand, if it was just a cheap paint job without any prep you might be able to remove that top layer carefully using a heat gun. It was a cheap jon the wheels look brand new underneath. I guess they sprayed the to match the car.
