Question OEM Electric Radiator Fan Causing Bouncy Idle

This is a stock car 318i that comes with factory OEM m44 electric cooling fan, the one behind the radiator.
Not to be confused with the front AC condenser fan, nor clutch fan.

Why does the idle becomes bouncy every time this fan turns on?

Also, the CEL stays on forever but not flashing. After so many scanning with OBD II scanner, it keep showing like more than 20 fault codes!
Erased all those faulty codes, and about 10 minutes later, they all come back.

Anyone?
