Default Radiator cooling fan question

Is the radiator electric cooling fan supposed to run when the a/c compressor clutch is engaged and compressor is running?

The reason I asked is, I hooked up the gauges on the high side and the pressure is rising until it hits 250 psi and the electric fan starts running while the engine was idling. This is the reason why my a/c sucks at idle.
My condenser high side pressure is too high until the fan starts running and it starts cooling. Then it quits cooling when the cooling fan shuts off and the cycle repeats. I need to find a way to keep the fan running while the a/c compressor clutch is engaged.
