Default Dip Beam

Is poor on my 318.
Hi Beam ok. can I uprate the dip bulbs if so what with.

first, inspect your wiring. a short or corrosion, especially on the ground, can cause a loss of voltage, cutting light output tremendously (e.g. a 15% drop in voltage equals a 47% drop in output).

second, is the lense clean? don't know if you get the eec (glass) or dot (plastic) lenses over there but ours tend to yellow and fade over time. meguiars plastic cleaner & polish on a buffer wheel for a drill will do wonders. i find mine are more than adequate if clean.

third, here in the states we call it a low beam. if you edit/add to your title you may get a few more responses (otherwise it's likely nobody will know what you're talking about).
