Basically photoshop cannot add information that is not there to start which is why starting from hi res is important. Even if you take a low res pic and increase the resolution in PS all you're doing is splitting pixels and making it fuzzy. Shoot with a proper DSLR or digi. cam with the appropriate adjustments. And I also agree that a tripod is a MUST for night shots. There is no way around it. Here's a shot I took of the summer ride the other night with my Canon XTi.
