Default M42 adjusting pulley help after tensioner change

1995 318ti M42 112K

Decided to replace my tensioner, along with some pullies, as the belt is a tad loose. No squealing except with rain, and, even then, only occasionally and only with the first start of the day. I replaced the tensioners and pullies with my old S52 M3 so I wasn't too worried about the process.

I broke the 16mm bolt that holds the adjusting pulley (as opposed to the alternator pulley) as I thought it loosened clockwise. Ran to hardware store, got a replacement bolt (only with a 17mm head) and now I can not get the pulley to work as before. Tightened it clockwise, and when I push on it counter-clockwise to place the belt on it, the bolt just loosens.

What am I doing wrong? I think I ate some bad kimchee last night and I can't think straight now.
