Unhappy Remote arms car but doesn't lock doors?

So I bought one of those plug and play alarms from bmwalarms.com. I installed it and it seems to work in the sense that it chirps and flashes when you press buttons on the remote, but the doors and hatch won't lock or unlock. They don't even try. They all lock and unlock together with my key. I emailed bmwalarms and they told me to test wires #9 and #10 (9 locks and 10 unlocks) that go into the pre-wired 12-pin port behind the glovebox and get back to them. I tested the wires and there is no power going through them when I press the buttons on the remote. I emailed these guys back and asked what I should do about it, but the jerks won't respond and its been four days. I've scoured the internet for an answer to no avail. I'm hoping some of you may have had a similar problem and knows how to fix it. Will my optimism pay off?

Did you put a fuse in the fuse box for the alarm arm circuit?

I seem to remember there are 2 required to make the bugger work...

The three fuses under the hood for central locking are all good and I've heard about this fuse high up behind the dash on the driver's side, but I can't find it. I know that my car used to have an alarm becauase there was an led in the dash for it. Doesn't that mean that the fuse behind the dash should already be there, or does that only apply to the plug and play alarms? Should I keep looking for this fourth fuse, because I don't really know what it looks like other than it is plain looking and unmarked...
