Default Brakes on Cruise still on

Ok TI gurus I think this is a new one...
My cruise control works fine and cancels w/ clutch in...but not when are brakes applied!
I have to cancel the CC w/ the switch or clutch in.
My lack of knowledge of the ins and outs of CC plumbing means I don't know where to start.
Thanks in advance to all the dedicated TI-ers who step up w/ productive input.
