Default Need Help

Hey Guys, I have a 1995 318Ti with a E36 engine. My problem is that my car will not start. It will crank but won't turn over. I took the fuel pump out thinking that was the problem, but after testing it realized it is not the problem. I have checked the fuel pump fuse, and relay as well. The problem seems like power isn't being sent to the fuel pump. Any ideas of whats wrong or what to try?
