Default No A/C

Hi,

I have a 97 318ti and the A/C will not come on. The clutch will not engage and I don’t know if I have a bad AC/clutch or a low Freon. I tried to charge the system last summer but the unit never engages. Is there a way to test for a bad AC unit or Electric problems? Can I engage the AC under the hood? Because without the unit running I can’t charge it.
