I would not give more than $3,000 for the car. The mods it has makes me think that it has been driven hard, and the rest of your description makes me think that it hasn't been well maintained. You'll spend more like a $1,000 getting it back in shape. Try looking for bone stock car being sold by a non-enthusiast who could afford to keep the car well maintained. And remember the adage: Buy the best car that you can afford rather than buying a cheaper car then having to put money into it. Good luck with your ti hunt.
