Not on my 1995 M42 which never has the gap cover unless its added.
By any chance at one end is there a gadget with 2 hoses hooked to it? Probably on the end at the passenger side.
It looks like how they insulate the pipes for a plug in forced flow engine heater. You might have a power cord coiled up under the bumper,
or a connector on the gadget. __________________
