Those are replica rims (in case you were not aware) and my guess is the original clear-coat is yellowing from age and/or the chemicals used to clean them. Could also be from brake dust left too long before cleaning- it's quite acidic and will eat into bare aluminum easily with a bit of salt and moisture...

At this stage, the only solution my be to strip and re-clear them.

This is why (even with OEM wheels) it is important to be careful with the chemicals you use.
