If you don't plan to sell it, or only use it off road, that's fine.
More and more states are plugging in their cars, and you never know when the switch will happen (it happened in CT without any notice or warning)... If you see someone a car like this, and their state plugs in, you may be held liable and have to get the car straightened out or buy it back (regardless of "as-is/where-is" when sold). That's the good news. Depending on what state(s) are involved, they may bring criminal charges as well. Based on the current climate (witch hunt against all diesel engines and their emission compliance) I would be even more careful than ever with this sort of thing.
And by the way, OBD-I is
very limiting with regards to engine tuning and diagnostics. Even on a race track, I'd still run OBD-II for all its benefits.
