I ended up adding a relay to provide a ground path to the radiator low temp switch. The relay is getting energized by the AC relay at terminal 87. I used the normally open contact and wired it to the low speed radiator temp sensor and ground.
Now my radiator fan runs when the AC is on. My AC high side pressure now stays at 180 psi and low side at 34 psi. My AC cools now even in stop and go traffic.
