I always measure a fuse's resistance with a VOM to double check as I have had fuses that looked visible and intact, that weren't. (Except once while adding an inrush suppressor when I needed a vacuum cleaner to collect the remains after the fuse exploded. I went through three slow blow fuses before I got things right and still flip the main switch with a little trepidation.)

If you are measuring voltage into and out of F33, then you likely have a break in the circuit downstream. Sheet 0670.3-11 shows F33 and its wiring. Sheets 8000.0-02 and -03 show the locations of splices X481 (driver footwell, left wall) and X1079 (behind the glovebox). Once you find the break, I'd check for shorts further downstream and then fix the break.
