We checked the harness connector for voltage on both sides of the pins and we found that one side was getting both power and ground and the other side was not so the problem is likely the actual obd2...

hmm. yeah, with higher rpm and speed the noise gets quieter and higher pitched. I guess I will just have to take a closer look.

edit : the noise is most definitely coming from the top right part...
