Car doesn't start - electrical?

I've looked at similar posts but not seeing an answer. When I turn the key 1 of 3 things happens.

1. The car starts.
2. The car doesn't do a thing - not a sound, not a click, no turnover - dead silence.
3. Turning the key and holding it in the on position, there is a weak click which continues until the engine turns hesitantly and then starts - just barely (or sometimes doesn't start).

I've had this issue for months maybe even a year. Sometimes it completely disappears. The last couple days the car doesn't start 90% of the time. I had found that when the car didn't start "jamming" the manual back and forth forcefully with the key in the 1 or 2 position changes something and the car will start. That worked reliably until a couple of days ago.

At home I park on steep hill facing uphill. I never once until today had a problem starting the car while on that hill.

There have been times that the key will turn freely in the cylinder when trying to start the car. That hasn't happened in the last few months that I can remember.

Is this an issue with the ignition switch? The key? Any idea what it will cost to fix?

Thanks!
